POSITION SUMMARY:
Under general supervision, this position performs job duties associated with customer service, including customer billing, collection of accounts, meter management, cashiering, operation of office equipment, and handling customer inquiries, to manage the overall customer impression of Moorhead Public Service (MPS).

JOB DUTIES OR ESSENTIAL FUNCTIONS
The essential functions of the position include, but are not limited to, the following:
· Performs customer service functions including: handling a variety of customer inquiries made by e-mail, phone, or in person; sorting mail for MPS and the City of Moorhead (City); mass mailings; making payment arrangements; and thoroughly understanding and communicating utility bill rates and service charges, including charges of the City; working with contracted vendors regarding utility service set up; and developing and maintaining work calendars for all utility crews.
· Performs customer billing functions, including generating and distributing utility bills using billing system applications, loading and unloading daily route data from handheld meter reading devices, and preparing monthly reports.
· Performs collections functions, including posting payments, contacting delinquent customers, making payment arrangements, initiating service disconnection orders, and complying with State of Minnesota regulations pertaining to service disconnection.
· Performs meter management functions, including routinely creating service orders based on requests from customers and co-workers, resolving customer billing issues, handling completed service orders, and screening and routing telephone calls.
· Performs cashiering functions, including greeting customers and visitors, handling a variety of customer inquiries made by phone or in person, receiving payments, making payment arrangements, counting money, and balancing cash drawers.
· Operates office equipment such as copiers, facsimile machines, ten-key adding machines, and personal computers.
· Performs other duties as requested.

MINIMUM QUALIFICATIONS:
To perform this position successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the formal education, experience, and training required.
Education:
Associate’s degree in a business-related field.
Experience:
One (1) year of customer service and bookkeeping experience.

The requirements listed below are representative of the formal education, experience, and training preferred in order to exceptionally perform all of the functions of this position.
Experience
Three (3) years of customer service and bookkeeping experience.
Trainings, Certificates, and Licenses
· Telephone and personal communication etiquette training.
· Customer service training.
· Teamwork training.
· Introduction to spreadsheets (Microsoft Excel) training.

Supervision
General supervision is provided while performing the normal duties of this job. This position exhibits no supervisory responsibilities.

· Will use close vision, far vision, visual acuteness, color vision, and peripheral vision.

Work Conditions
While performing the duties of this job, this position will experience exposure to inside environmental conditions.

The 2025 wage range for this position is $23.13 to $35.59 per hour.
